Q: Do these tiles stop noise in both directions? I’m trying to block out noise from upstairs

these are way too thin to act as sound proofing, they need to be at least 4-6 inches thick to have any noticeable difference (and you’d have to proof a lot of the room as well). these act more as sound treatment for a room to minimise sound reflections on walls and ceilings for something like a studio or home cinema. note that these will only absorb higher frequencies, if you want to tame low mid and bass frequencies adequately you will need to buy something thicker and ideally denser like rockwool or insulation fiberglass.

Q: Would these end up damaging the wall / paint underneath if they were to be removed in future?

I would imagine that, yes they would damage the wall underneath. They have quite a high tack adhesive, that once the are placed, they are difficult to remove.

Q: Can these tiles be painted?

Hi. I don't think they can be painted as I haven't tried, I would imagine that the paint would not sit well with the material used. You could maybe try highlighter pens to change the colour or create a design on them; the pens might be more suitable to use instead of paint [try a small area first 😊]. Good luck!
