What does recovery mean?

Maybe resets back automatically to what you had set if there's a brief power outage,that's all I can think of,had mine or at least 3 years and works flawlessly.

What’s the lowest you can set it for heating?

It is a very good brand and model. It keeps temp at what you select. Other brands have a 1 to 3 deg range which is too much. I have bought 3, each at a different property, and all work perfectly. I would buy again if I need another thermostat

Will this thermostat work if you only have central electric heat and a central AC as in a mobile home.

Not sure about working on a mobile home ac. I bought it to use on my York heat pump unit. My problem turned out to be the electronics in the air handler.
