Q: I have 1 guitar with active pickups but the rest all have passive pickups. does one version work better for both types?? to l or not to l!?!

The 20L is more intended for acoustics. As I own several of both I have no noticed a big difference

Probably, but I believe Boss is very particular they are made to tight specifications. Plus Boss' support is great if there's an issue. I love visiting Boss and Winter NAMM every year.

Q: Is the sound of my electric guitar the same with the Wl 20l as with Wl 20?

The W20 has a cable emulator so it attenuated signal frequencies associated with a standard cable. This is best suited for an electric guitar with passive pickups. What I believe is that it attenuated a frequency range Bass and acoustic guitar and active pickup guitars are fine with the 20L. I haven't heard a comparison, but capacitors are used as "high pass" filters, so much guess is the capacitance usually affects higher frequencies....that might make your sound "tinny".
