Q: Is the top hard or soft? I have the NaNavigator, use it for sewing & tote my machine on top. I just got a 5 thread serger measuring 12 3/8 D x 15.75W x 13.5 T

It might work. It is like the tote you are using for your sewing machine. It is really big and when I had it full it was hard to lift in and out of the car. It is mainly not used for sewing. I take sewing classes and I waned to use it to hall all my stuff. I found out quickly it is really used for paper crafts, coloring and stamping. My needles and such get lost a lot.

Q: Would this case be suitible for a mobile nail tech?

I am not sure what is involved in being a mobile nail tech, but this has lots of well design side pockets, many loops for colored pencils that would work for tools I would think, and the adjustable dividers inside are low and string enough that I am able to store a flat tray and several other flat items in the several inches above them.

Q: will plastic storage cases that measure 13.5x13.5 fit flat laying on bottom

I have Art Bin's that are 14.1x 13.6 x3"---laying them flat in the bottom makes it difficult to access. If you slide them in with the handle up like files in a filing cabinet it will absolutely fit and will be easy to get to. Hope this answer helps you.
