Yes they do, but you have to purchase a size smaller than your regular size.

Q: can these be machine washed and dry ?

These elbow sleeves are machine washable and dryable, but I hand wash and air dry mine. This increases the longevity of the sleeves

Q: What is the accurate sizing - there are 2 different charts on this page, listing completely different measurements for the sizes?

These have lots of stretch, and fit quite comfortably. So even if you order on the small size they will fit also remember that over time they will stretch out a bit.
