Q: If the fuse blows would it still turn on? I'm getting 0's all across the board on good batteries. How to troubleshoot?

Yes. Unless it is a very expensive multi meter I would throw it away and get a new one. The fuse may cost more than the actual unit.

Q: Is the type of electrical tape inside kapton?

I doubt it. I have seen kapton tape and the tape in this kit is cheap plastic electrical tape, not Kapton. The kit has many electrical test wires or leads, but they are rather cheap also. Since the kit is inexpensive, I didn't expect expensive "Fluke" test leads and connectors. However the meter has worked well for me and has performed its job. I use it for casual automotive work and this kit filled this need without costing a lot of money.
