Q: Are these open on the back or is it closed off? Can a rod pass cleanly thru them?

They are closed off. I used them to hold up curtain rods on my screen porch between two posts, I had tension rods but they kept falling when it was windy so these hold them in place. You would not be able to slide a rod through them.

Q: Can I use outside to secure my rail?

It's stainless steel so it shouldn't rust, outside. However when you ask about "secure my rail" I'm not sure what that means, as far as structural effect. These are "closed rod holders", which means they are only meant to hold a rod or a 2 inch pipe or a 2 inch wooden pole, suspended between two surfaces. I wouldn't depend on these for a handrail where there will be a lot of push-pull forces.

Q: what is the outside diameter of the tube section?

They are suitable for pipes with an outside diameter of less than 38mm.Thanks.
