Corn does not pop

Tried in many utensils, changed the cooking time, moderated the heat but corn doesn't pop, ended up with burnt stuff that even birds don't eat

The pop corn kernels are not good quality.
The corn kernels are very poor quality.. Most of the kernels dint pop and the size of each kernel is also very small.

Bad quality corn
I could make popcorn out of this corn. But quality was poor.. got a worm 🐛 (dried) from the packet.

Disappointed with old stock delivered
The kernals weren't good enough,even bug was there,delivered old stock.Affordable price was the only plus point which was overridden by the old kernals delivered .
