Will this work for a rack mounted toddler seat?

Personally, I do not believe the rack is solid enough to "safely" carry a toddler; it could carry the toddler seat, but not with the additional weight of a toddler. It can carry the weight of a basket of groceries, but again, I would not trust carrying a toddler on the rack, just not safe. And there are toddler carriers that are made specifically for bikes that are built with safety in mind. I hope this helps.

Is this rack approved for a carbon fiber bike

Seat tubes diameter should be within 23mm, fit most of bikes like the 26"-29" mountain bike but not fit for rear suspension bike, flat tire bike, soft-tailed bike, carbon fiber bike, folding bike.

Will it crimp my brake/gear changer(cant think of the name) cables?

I had no problem on one side but on the other the other I had a problem with my shifter cable. My solution was to slide the flat part under the cable the force the clamp up my bike until I couldn't anymore.
