Will these connect to the philips hue hub and then use the hue smart dimmer? or are these only bluetooth bulbs?

Yes, but only as a one element/room. You can group them together as one build technically. If you want to control them as individual lights and or multiple rooms with switches then you’ll need the bridge

Will these dim with just a dimmer wall switch? E.g. if my Wi-Fi went down?

I don't absolutely know but I've heard people say you have to have special switches to be able to dim from a switch. You can however turn them on and off from a regular switch when the wifi is down like a normal bulb. Also, if these are the bluetooth version, they should work with more basic functionality without a wifi connection. I believe you have to install a different app to use bluetooth.
