Q: Does the wire harness that comes with this cross rx and tx?

There is NO EFFECTIVE CROSSING, even though the wires are crossed in the cable. Because the Pi's GPIO pins are in the opposite order than the connections at the Serial Expansion Board, the TX pin at the Serial Expansion Board connects to TX on the Pi, and RX connects to RX. I thought it might want to cross them, too, but it turns out that the TX pin at the DB9 socket is still TX at the Pi, with the RS232 signal converted/inverted to TTL signal phase and levels so the Pi can handle it. So TX at the Pi is still TX at the DB9 socket, and THAT pin (at the DB9 socket) would connect to RX at the other, connected, device. Similar situation with the RX at the Pi, which would connect through the DB9 socket to TX at the other device. If you still need them crossed (TX to RX and RX to TX), you would need to separate/cut the female connectors at one of the cable, and cross them at the pins. But that's not the normal situation.

Q: Can you boot a rasberry pi from this? i've purchased one, and seem to have issues with insufficient power when booting up, and will not boot from ssd

My RPi 3B+ booted just fine off this drive. Been using it for over 2 years without any issues.

Q: Does it support M.2 NVME SSDs?

No. It does not support NVMe SSDs.
