Thick plastic and does not tip over in the pool. Affordable but not cheaply made.

Bean bags are a flop
Love the product—super fun to use in the pool. However, you really need to redesign the bean bags and send us all replacements. It is impossible to blow up and seal it. We had to search around the house for other items to use, but shouldn’t have had to do that. Edit: we ended up filling them with water and the worked. Not sure that was how it was supposed to be or not but it worked. We love the ring toss !!
