Cigarette burn resistant?

Most likely it is, you need heat to conform it to the table so if you do burn it with a cigarette it would leave a black burn mark on it like it would any other plastic so i recommend using an ash tray

Can I place it directly on a new (unpainted) wooden dining table?

Yes you can, but I recommend that you first clean the table with a wood protection product like Scott's Liquid Gold or Old English Wood Conditioner to protect and condition the wood

Can you write on top of it? As in use it to do homework on as to not scratch the table?
