Is this product ok for outside use?

I've used this product (35mm dia.) to lag the external condensate pipe from gas boiler.. I'm not happy that this is suitable for outside application so this weekend intend to paint/cover lagging with PVA. This should seal the porous nature of the foam.

Mine was, it was very easy to cut as well.

Will this work on 40mm waste pipe?
