Hello! Are these sheep HO train layout size?

No, HO scale is 1/87, and these sheep are 1/64 scale.

Are these small enough to fit through the opening of a water bottle?

They 're all about 15cm or 5/8s of an inch tall so should fit through the opening of a water bottle.

As I did not buy them for the purpose of water use, I can’t say if they float or not. But they are light enough that I would assume they are able to float if placed in water.

what are the sheep made out of?

Some kind of plastic...but I got goats and ordered sheep
