Maybe 200 pieces, definitely not 400.
These are really fun and a clever idea, but there is not 400 of these as advertised. They randomly included a bunch of cheap stickers to “add” to the count of items, but for $15 I can’t complain.

GREAT IF YOU’RE BALD .. OR WANT TO BE….
Really great to play with and the kids love them but they stick to everything. Children like to toss things around and if by chance this lands in their hair or someone else’s ( or in an animals fur) … it is a NIGHTMARE to get out. I had to throw them away.

Keep away from hair!
Loved these UNTIL they got in one of my girls hair. I cannot even explain the Horrific scene that happened after while trying to remove them. They are like burrs that grab on to the hair and become a tangled rats nest! No warnings! Trying to post a picture but it’s not working. They get so embedded in the hair you can’t see how many are actually there. What I thought was two turned out to be 17 stuck in her ponytail! Just awful! They went into the trash! Which is sad because they loved them- these are 5 and 6 year olds!!!

Disappointed
This thing was super small like the size of my hand. 400 actually looks like 100. I bought his thinking my 2 kids could play easily with this and there is no way without them fighting. There isn’t even enough to build a decent since structure from what I’m seeing. This was a Christmas gift and I’m actually embarrassed to give it to them. The plastic box I know is going to crack and break the first time they play with it as well. Very cheap plastic. This was honestly I feel not worth the money. I’ve heard so many good things about this kind of toy, that’s why I bought it. Very disappointed. :(
