How can i set the mppt controller to turn off lights when solar panel receives light?

If you buy the bluetooth or USB controller dongle, there is a very configurable "STREETLIGHT" function built into the controller. Just connect your lights to the "Load" terminals, and use the VictronConnect program to set up the desired operation. I tried to upload a screenshot for you, but Amazon does not support that (Only a video).

Are these mppt controllers compatible with Lithium? Do they charge lithium batteries?

There are presets for various types of Lead (Gel, spiral, AGM, flooded, etc.) and LiFePO4 (Lithium Iron Phosphate). I see no settings for Lithium Ion. Note: you will need the software USB or bluetooth cable to make these changes one initialized (Supposedly, it auto-senses the battery at initial hookup, although I wantedto know for sure, so I purchased the programming cable.)

is the unit weatherproof?

I really don't know, but my gut feeling is no it is not. Too many "open holes" where the cables connect to for one thing.

Do the small cheap plastic connecters fit 10 gage wire?

Yes the charge controller will accept 10 AWG
