Would this work with an apple a1316 display? my laptop only has hdmi out but the description of the product is vague.

Yes i bought this for my A1316 display- because my new graphics card had an hdmi port. Display cable fits into female mini-display of the adapter. But in the end I did not use it as I changed graphic cards once again which had a mini-display port for the use of the display. So it should work

This adapter didn’t work for my 24” apple cinema display (mini displayport model) to the hdmi port on my mac mini. any ideas?

No, this adapter was supports mini displayport, don't support thunderbolt.

It should in theory, this adapter has worked on every computer I've tried (Dell XPS, custom PC's, and a Lenovo laptop). The only two devices that this adapter has not worked on that I've tried was an HDMI KVM and a Nintendo Switch for whatever reason. That being said, I would go for this HDMI to Displayport adapter rather than a USB C adapter because in my experience most non-Apple USB C/Lightning peripherals don't work on Apple devices.
