Q: Does this require batteries?

No the fan doesn't require batteries because there are permanently installed rechargeable batteries already in the unit. All you have to do is charge up the fan with the included charger cord and let it charge fully for a couple of hours, once it's fully charged then put the fan around your neck and turn it on and enjoy the cool air. The fan operates with 3 different speeds so it's easy to find the fan speed just right for you.

Q: I was wondering does the light suppose to blink when fan is on or charging?

Mine does not blink. It is red when I plug it into charge then turns to blue when it is finished charging.
