Yes. It is authentic. I followed the link from the Cesar Millan website, then I followed Amazon's link to the same brand. So, this is the real deal.

Q: How to choose a size, how many inches is a large and medium?

I struggled with this too… they are fairly adjustable but for reference my large rough collie wears a large. We used the large on our lab but was also able to fit him with a medium. My daughters golden easily fits the medium. They are at my other house so I can’t measure them for you or I would.

Q: Will it work. Fitwise on a french bulldog?

Good question as a French Bulldog will have a shorter neck; I use a Medium size on my Kerry Blue and I would think a small would fit your dog. Inasmuch as you would, presumably, order from Amazon, there would be no problem in returning it.
