What does blue black mean? Is the ink regular blue or a combo of blue and black? I need just blue.

It means there are blue refills and black refills, all put together in the same package. You have the fun of determining/guessing which are blue and which are black. There are only-blue refills offered on Amazon.

How far away from the tip (point of the pen) is the stopper?

I ordered two different brands, and have co-mingled them, so I can't say for sure, but the one I think you are referring to is about 4.75inches. They are plastic, and I have cut them with scissors to fit, as I have two different kinds of holders, too.

How do you measure the diameter of the diameter of the ball?

all i can say it fits all my pens that are 41/2 long
