Can the seat (bottom) slide in or out, as in closer/further to the back rest?

Basically, yes. It's the backrest that moves in and out. I'd say moves closer/further or further/away 4 inches. It is done by four screws on the underside. On the contrary, the previous answer by Cody is the only other correct answer. The other answers are technically correct to the worded question; "seat...slide in or out..." but I know what you mean.

does headrest come off if you don't want it

The chair comes UN- assembled so just don't put it on. PS the position of the head rest if installed is so stupid it is not funny.

can I purchase the arm rest separately?

I don't know but I was looking to purchase a headrest for this chair and saw this question. I called the Staples brand support number given by SNP Innovation and they referred me to the parts supplier. The part supplier just sent me a free headrest since the chair is still under warranty. This is as of 1/3/18.
