The barge cement arrived i opened it to see a oil type substance on top of glue. it seem to have separated. is this normal?

Yes .just give it a mix with the brush . Both times I bought the glue and after the glue has sat there it's done that .

What's the difference between the barge all purpose cement, and the 'neutral'?

Barge is a much stronger bind than rubber cement or all purpose cement. it's like the difference between a string concentrated item and a dollar store weaker knock off. I bought some for a project where they insisted on Barge and I am a penny pincher and hate expensive products when an easier and cheaper to find version is available, but I uses this once and it's a stronger bond by far. you can't fix shoes with all purpose cement or contact cement and the e6000 at stores they say dues doesn't hold long, but Barge does that well too! It's expensive for sure but I'll buy it again anytime I run out. There's no comparison!

Will this glue fiberglass?

No, you need to use an epoxy for fiberglass

I used Barge cement, and now need to fill in some deep tread pattern to seal shoe sole to boot. Does Shoe-Goo stick to Barge cement??

I had a shoe repair shop, several years ago. Used Barge extensively. I do not have any actual experience with Shoe-Goo, but from what I have seen on the shoes of other people makes me wanna say, YES, it'll work. Sorry I can't say for sure.
