Q: How many clips do I need for a 18' rope light. I have 5 sets of 18', so total of 90'. Can the clips be left up all year?

That depends on many factors. I am using these for Christmas lights and need to space them about every 18". So weight of the lights and the type of surface you are clipping them on will matter. As for leaving them up all year, in Arizona that would not be a good idea. The sun would ruin them quickly so I take mine down when I remove the Christmas lights.

Q: Do these work well in high wind areas? I live in west Texas and the wind here gets pretty strong.

Yes. I have used multiple kinds in central Oklahoma and these have been the strongest.
