Can you use for glass replacement on picture frame?

No. It's much too thin to be a replacement for picture frame glass. The product photo showing the roll of vinyl is very misleading.

Can a cat's nails go through it or could they climb it if it was wrapped around a tree limb?

Nails do go through it. But not sure about able to climb of wrapped around a tree.

Does this help reduce noise coming through the window?

Absolutely! I used it on my deck and it held up to 60mph doing the heavy winds on the Jersey shore. Make sure it’s the heaviest weight they have.

can i use this vinyl for the sun room windows that tatach with spline?

You sure can. Anything that creates dead air space helps keep the chill out. You may have to be creative on how you attach this to the window edges
