Q: I need to know, with absolute certainty with the wheels, that I can carry this as my carry-on. I am traveling to Thailand and need to know positively

I bought this for that reason. I only carry-on when I travel but I only travel in the states. I have never had any problems. It is pretty small and compact, slides into over head compartments easily. If you are on a very small plane it might be a problem but if you are flying to Thailand, I doubt this will be be an issue. I love this piece for the weight and for the ease of use. Not one airline attendant have ever questioned the size. It is made for carry on travel.

Q: does it comply with carry-on limitations on size?

The 17 inch one readily complies with carry-on limitations on sizes. The 20 inch one is also considered carry on size. Although, depending on the size of the plane, they might ask you to check that one in as you board. If you pack it super full and use the "extender" zipper it is hard to fit it in the bins on top.

Q: What are the true dimensions

Dimensions shows do NOT include the wheels. It's almost 2 inches larger when these are taken into account and they are not removable. Too large for limited overhead (If placed in tip to tail)

Q: What are the dimensions including wheels and handle pushed down?

Depends how fully you pack it. On a recent trip, fully but not over-packed, I was pleased to see that it fit snugly in the USAirways official carry-on size guide that was I think 22"x14" x 10", so that's the size. I'm sure the website or wherever has the measurements; I researched them and we bought these cases for a trip to Europe because we wanted to stay within the baggage sizes. They have been great luggage.
