I would like to know if this product works on a painted surface? It is a wood piece that has been primed then painted in red.

This products needs to be used over a rustable metal. If you sprinkled steel shavings into the wet paint and let it dry, the Rust Solution will react with the steel. The zinc and aluminum shavings will not rust.

Somewhere I saw they used this on a dollar store plastic snowflake. Will it work for that?

I've used it on wood and metal only. If you use it on plastic I would make sure to clean and rough up the plastic so it sticks. It is very similar to craft paint.

I want to get a rust effect on stainless steel box cheese graters. Will this work?

Steel, yes, but I'm unsure about stainless steel. If you have doubt that this will work, purchase the primer which is essentially paint with metal flakes. If you use the primer, you can make anything look rusted, even plastic, because this top coat will cause the metal flakes of the primer to actually rust. It's about twice the cost but worked beautifully for our post-apocalyptic decor!

I have a orb chandelier it's metal painted black will this work on the existing factory paint

No - it will work directly on a rustable metal like iron, or it will work on the Modern Options iron metallic surfacer, but it will not rust paint.
