will these scratch carbon steel?

I do not think so,, I pull strands from the pad and wind them around a bronze brush to clean lead deposits from pistol barrels and cylinders. Like magic.

Is it best to use these with water alone, or will they work better when used with a scouring powder, such as Bon Ami?

I've done both. For baked on grease, using powder loosens the grime.

Can you unroll and cut them to make a flat piece of mesh for other purposes?

You can’t unroll but you can cut with scissors but I’m warning you that once you cut, it leaves little pieces everywhere so so it over a bag or trash. Source:? My damn self 😊 I do it all the time! Also if u have to cut and roll into smaller pieces be careful cuz it will cut your finger.
