Would these be suitable for 8-9 year olds?

Yes. They are hulahoops so even adults use them. I had these at a summer camp with kids ages 5-10 and they were well used.

Can you use more or less segments to create smaller and larger hoops? Looking to craft rather than play with these!

Not really; the segments are rigid enough to maintain their shape during regular hula-hooping (and anything else a Field Day event full of youngsters can throw at them! Honestly, the quality is amazing!). When we tried to make smaller hoops for the little kids, the arc of the segments doesn’t change much, and it didn’t work.

Could these be assembled to make a bigger circle if you added more sections? I don’t know if the curve would allow for that.

I don't think that would be possible. The sections come in arcs that fit together to make a circle. The circles stayed together very well, but the curve angles would not allow for additional sections.
