Is 3.00-18 the same as 110/90-18?

No. A 110/90-18 is approx. 4 inches wide. A 3.00x18 is 3 inches wide. That is a significant size difference and is not compatible.

Can this be used as a rear tire

No, the front tire is not made to grip the same way as a rear tire and will not do well accelerating. The front tire is made to mainly bite while breaking whereas the rear tire is made to mainly grip while accelerating. Technically you could flip the tire around and get better grip, but then your rain veins would be facing the wrong way which would cause water to build up in the middle of the tread, so it would become difficult to ride on wet roads. Either way, it's not what the tire is made for and isn't worth the risk. Better off just finding a properly sized rear tire for the bike.
