Will the 650x35a fit on a wtb st tcs 2.0 27.5 wheel?

No. A 650x35A tire is for a wheel with a 590mm diameter. A 27.5" wheel has a 584mm diameter. (CargoMart/CycleQuest)

Can I use these tires on gravel/dirt and terrain?

These tires are best suited to road touring and commuting and can certainly handle mild gravel / dirt such as a rail trail or a campground road. For riding mostly mud, rocks, loose gravel, and snow, I switch these out for a more aggressive set of knobby tires (Continental Cyclo X King in my case). When considering 'terrain,' think twice about these tires if terrain includes both loose surface and incline ... you know, they're fine on the flats but any combination of loose surface and an incline where grip really matters ... these wouldn't be a great choice.

Will this tire fit a 16 inch rim? I've a recumbent bicycle with a front when with a 16 inch rim, can I use this product fory bike?

Schwalbe has two 16" Marathon tires, but they are for two different wheel sizes. The 16x1.75 is for a 305mm wheel and the 16x1.35 is for a 349mm wheel.
