Is this good for a small outboard gearcase as a supplement to the seals ?

If it is being used to enhance the performance of gaskets, yes. You can also apply it around the outer metal edge of a seal before driving it into a casting. It should not be applied to the rubber part of a seal that contacts a rotating/moving part.

I want to use this on freeze plugs, but do you apply wet, or let the product dry before setting freeze plugs in place.

Put the product on wet, drive the plug in immediately after, smear excess around circumference of installed plug. Done.

Can you use this on transmission pan gaskets?

I don't see why not, but this hardens like a glue so on a paper or composition gasket you will have to tear it apart for next removal, leaving material on both sides that will have to be scraped off. Not fun! I use this on one side of a gasket, usually the machined/flat side and a non-hardening sealer on the other side, so when you take it apart, the gasket won't tear apart, and can be reused, with a fresh coating of non-hardening sealer. That is the plan anyway. It doesn't always work. My usual choice for non-hardening sealer is Aviation gasket sealer, such as Permatex #80017 or similar. It is rated up to 400 degrees F. I also use it like Anti-Size on bolts, Not Exhaust, to keep them from rusting. Keeps out the water.

Can I use this on a cylinder head gasket ?

back in the older years this was the go to stuff for head gasket sealers, but now a days most head gasket makers like felpro have the sealant already on the gaskets ( like printo seal or permatorque style gaskets) so you do not need any sealer just install and torque
