Q: How wide is the base support? I need something that can remain in place on a bistro table.

HI, Seth,The base support is 22 inches across (from side to side) and 17 1/2 inches from front to back. This is a very sturdy, heavy tilt top. I like the lip on the bottom, which is wide enough to for tape or scissors to rest on.

Q: how does one keep the paper steady on the board ? - I don't see any clips

There are no clips. I've not had a problem with it, though, since the bottom ledge on the board keeps the paper from sliding off and it also holds my pencils and erasers in place. But I suppose tape or separate clips could be used if needed.

Q: Will this lie completely flat on a table or does it always have some angle?

It goes flat so you can store it. However, just remember it will be raised off the table top surface because of the wood support underneath.

Assuming that you don't angle the board up more than 45 degrees when you draw (heavily) the board should withstand whatever you apply to it. I can't imagine your drawing with the board nearly vertical. But if you did you might need some sort of backup behind the board's base so that is wouldn't slide. It is a good board. Mine came with a faulty base; but a little glue applied and the part clamped until it dried, my repair fixed it right up. I gave it a lowish number of stars back then. But after I made the simple repair it became a 5-star item.
