Why does it say microwave safe "without the lids"?

Because the lids aren’t microwave safe.

Description says the box is 9 x 6.8 x 1.5 inch. Is that just the bottom dimensions? How tall is the container when the bottom and top are together?

I believe that is just the dimensions of the bottom. I’m not exactly sure of what they are together but the top only adds a very small amount to the overall height..I can put a full, peeled hard boiled egg in it & it doesn’t touch the lid. So maybe all together q-1/4 to2” max with lid.

Can a sandwich fit in the large compartment?

Sure, if you cut it up.... But not whole.
