what is the best clamp to use. or does it stick to the pipe

Metal zip ties, like this: http://www.amazon.com/Heatshield-Products-351008-Thermal-Stainless/dp/B0055BYGPE Depending on the size of pipe, you can go smaller. I have also used steel hose clamps in areas that I know I may be replacing wrap often.

Can it be painted to help prevent flaking, absorption of water/moisture and fading of the tape's color?

No! It gets very hot. It is a fabric and paint won't stick to it. The moisture will evaporate when the engine heats up

Could It be used as electric insulating material?

I would say definitely not. This is a heat shield that protects things from extremely high temperatures. Not meant to insulate electrical items.

looking for a cheap fix on a free car, exhaust system got caught on a snow bank and ripped it apart in a few spots, will this work to patch the holes?

By itself, no. However, if you can wrap the damaged areas with some kind of metalOn it's own, no. they sell 'muffler bandages' at the auto supply, which are better suited for this. I have used tin cans(thicker than soda/beer cans) and then wrapped the bandage around that with good results. This product will NOT stand up to direct hot exhaust gasses.
