If you mean the physical pin headers on the board itself, no. This is a connector to route a Mobo RBG header to applicable Phanteks rbg equipment.

I have an asus z270 motherboard, when i plug in the 4 pin adapter the only color that displays is red and when i switch it around green, is it bad?

I had the same issue on an ASUS z270 Maximus IX Code motherboard. Once the most recent bios, drivers, and most importantly the 'ASUS Aura' software was installed all LEDs worked perfectly. You can download it from ASUS' website. One tip is to completely turn off the PSU (disconnect power) then reconnecting before installing the AURA software as the BIOS needs to clear out LED settings. Will this work if I pluged it directly to the Asus strix 1080 ti rgb header inside my evolve case, since I dont have rgb motherboard?

you could just plug the strix directly into the cable comming off the case, the only reason for this cable is to connect the case to the board. The case has it's own power and rgb processor that has to be disconnect and shut off when you plug this cable in.
