Q: Does this stand hold the umbrella firmly if the stand is against the 3 foot brick side of the patio, but open above the 3 feet?

Yes this is very firm stand once you add water (what I used) or sand inside of it as instructed. I don’t have brick but vinyl siding on my patio. Mines is higher then 3 feet but either way I think is very sturdy.

Q: what is the weight of the half base ?

The weight of the half base is 20 lbs.

Q: Can I drill through this?

I believe the vertical mounting bar can be drilled. The base may not be. I would fear it cracking or shattering.
