Yes, it comes with a user manual.

Does the compass have adjustable declination?

Yes, comes with instructions that are beyond me a novice user. This it what I would consider a pro compass for the end of days for someone that really knows how to use a compass like this.

where can i download the manual? the paper one included is too small to read

Try US Army FM 3-25.6, this works just like my trusted SandY that I have used for years. the inclinometer is basic trig so you might have to revisit those old textbooks.
