After you plug it in, you have to hold the back fins down for about 10 seconds. It'll turn on. Then, when it does press the fins 3 times in quick succession to get it to blow out steam.

If you haven't found one yet, Best Buy sells power cords that come with different sized plugs that might work with this. Depending on what's wrong with your cord, it could be easily fixed by and electrician.
