is #12 sulky thread the same as #12 perle cotton thread?

I have used both and I think they are the same weight.

Is this product good for hand embroidery?

Not sure about embroidery but I used them for hand quilting. They work to prevent blisters & are great for pulling a needle thru several thicknesses of fabric. What I didn’t like was the thickness of them. You do get used to this but they take a bit of time to do so. I also thought they were a bit expensive although I put some of that down to the tin they came in & which I thought was terribly overkill. There is another product by Colonial Needle that accomplishes the same objective at a lower cost & with a thinner product.

Can you use these circles over

Yes. The 'circles' can be used over and over again. I use them until the adhesive (sticky) part is completely gone, about five or six uses.

Can these be used for collating? Looking for something but not those rubber things that you put on your fingers.

I’m going to guess that yes, they could be used for that purpose. For my use, hand quilting, I find them a touch thick compared to what I had used in the past. Check out, Colonial Needle 60300 Grip-It II Flexible Self-Adhesive Dots. Not sure if they are still available but they are my favourite! And less expensive.
