Why is it that some games on Amazon, like this one, have pre-ordering locked out leading up to launch?

I'm not sure most likely business issues. Many companies have been mad at amazon stealing their potential sales via the 20% off. Forcing them to offer similar deals and losing that extra revenue. It's much more complicated than most people here assume. Pre-order months in advance guy's. You don't get charged until it ships. But it saves your game reservation. Barring extreme circumstances you should still get it, even though preorders are out of stock weeks before launch. My detroit become human shipped today and should be here tomorrow. But i also pre-ordered 2 years ago after seeing the E3 trailer and loving the game studio that is making it. TL:DR My preorder from 2 years ago saved me lol. It shipped and is on it's way. Preorder early guy's, save yourself the hassle in all aspects.

Was there a game before this? It keeps saying Kara is back but I can’t find the game before it 🙄

There wasn't a game devoted to Kara, it was an easter egg trailer, you could find in Beyond 2 Souls. Basically an early development trailer for the next game they would release.

If I get this for my kids will they be able to play the storyline separately? Not sure if I'm asking that right.

I think you're saying will you be able to play on separate save files for the same game? It doesn't seem that you can with this game. Regardless of that, the easiest thing to do is to create a separate Playstation account on the PS4 so they can play on their own account. This way, each time you or your kids log in, they/you would be logging into their/your own profile and the risk of overwriting each others' save files goes away (for every single game you guys play). That's the safest way to go for every game regardless
