Provided the holes not too big remove the rust and fill. It's easy to sand flat to a smooth finish. Anything structural you'll be better with fiberglass filler

It can be drilled and tapped but it won't have the same strength as metal so won't hold much torque

Q: need to fill a plastic hole+crack in a chair foot, but prefer metal like strong materai, will this work?

I don’t see why not the filler dries very hard.
