It is lace, so you do not see elastic, you see lace around waist and leg openings. These are a great quality. Bought several sets with the matching camisoles for grand daughter. They fit a little big.

Yup size 3 should fit your 3 year old, if you want a little extra room order a size 4 as they run snug.

Q: Are these elastic around the legs?

Yes, more so around the waist band but there is elasticity around the legs. I bought the 3-4t for my toddler who is about 32lbs and they fit perfectly.
