Does the tool both remove and install connectors?

Yes it can remove and install BNC connectors on the back of equipment.

does it fit on lorex cables? They have a plastic sleeve on them.

To be honest, I have not used it on the lorex cables. However, the tool fits around The knurled part of the BNC connector. My guess would be as long as the plastic sleeve is not thicker than the connector, it should fit.
