Q: Would these make a good backdrop for and engagement party or would i need more of those?

I bought 2 packs of these for my lattice fence outside. Mine was 8 feet high by 10 feet wide. It didn't feel it in completely but that was what I was looking for . So if you want it thick I would definitely buy more. It has held up beautifully. And looks really natural. I hope that this helped.

Yes, but you would might need 2 packs or more depending on the side of the window or for the look you're trying to achieve.

Q: Do the lights come already attached to the garland?

There’s no lights and it’s very thin and flimsy garland. I had to use multiple strands in places to make it look half decent.
