Hi, are these sheets magnetically receptive on both sides ?

Yes . But one side had adhesive on it so you can stick it down. These sheet allow magnets to stick to them there not magnetic themselves. I image you could get problem if magnets of same polarity to near each other

I am looking to make a magnetic blackboard on our playroom wall. Would this work with a layer of blackboard paint on top?

Depends how heavy the objects you want to stick to it are. I used magnetic self-adhesive ferrous sheets recently, and they were OK for fridge magnets, but I don't know if paint would be. Can't you just use a sheet of metal that magnets will stick to and nail it onto the wall? Am sure you could buy some that's black.
