Is this the usb equivalent to the blue tooth smart dongle? or does it have additional features the bluetooth smart dongle doesnt have?

This will do much more than the bluetooth attachment. This will let you modify settings such as custom charge profiles, adjust power assist on comparable units, enable soft surge buffer and many other settings, along with doing everything the Bluetooth can do. The bluetooth is for monitoring and selecting max Amps connection for power assist, you can not change settings. In using the MK3-USB with a double din android stereo as a all in one multimedia/ info center and controller for my mulitplus-ii 2x120 the newest of the victron units so ignore the recommendation thats its for the "older" gear only

Does it work on a MacBook Air?

Yes, as of late 2020 this will connect to an Apple product and operate via the Victron Connect App. You no longer need Windows for this to work, however there are still a very few settings that cannot be changed within Victron Connect. Most folks will not need to adjust these settings though.

Is this best to use Mac or windows based tablet with this, I haven't purchased tablet yet. Iam more comfortable with windows.

Both MAC and Windows work with this device. Windows has more functionality because some of the Victron programs don't run on Mac.

Does this product come with a ve.direct 4-pin cable with which to connect to the target device? the photos shows a usb cable that goes to the computer

This is a VE.Bus adapter, for connecting to a Multiplus or Quattro inverter/charger. Those devices do not have VE.Direct connections. If you have a VE.Direct device, like a solar controller or battery monitor, you can use a VE.Direct to USB adapter.
