This is just the hose and it should be attached to the central vacuum system. This is not a stand alone unit.

Can I lock the hose at any length?

Yes. On ours there is a bar that latches down and you can put it down at any length. And you really need to use it otherwise the hose is continually trying to retract and your fighting with it.
