Not out of the box. You'd probably have to put some type of regulator or potentiometer in-line to get the desired output.

Depends on how many amps the battery will draw. More than likely the answer is no because the more volts the units puts out the less amps it out. The unit is rated at 13.8 volts at 5 amps. To set it 14.6 volts would only putout something 4 amps.
