Q: Are these low rise, or do they sit about at the waist?

They are not low rise. They sit about at the waist.

Q: Are the front pockets decent size? I have big hand so I can’t stand when it’s hard to reach for my keys or phone.

The first pair I bought, the pockets were decent size... the second pair, the pockets are not as deep. My phone barely fits in it.

Q: Are the pockets heaven enough to hold tape measure pouch and pliers without sagging?

The tool pockets on these pants will hold an 8 inch long pliers with about 1 inch sticking out of the pocket. The tool pockets are 4 inches wide and what looks like a doubled lip on the pocket. I can hang a 25 ft tape measure from a pocket no problem. If you can get your hands into the pockets there will be some sagging when you hang something with a clip from the pockets.

Q: If these do not fit, are these able to be returned. Some stores like Walmart are not doing returns of apparel because of the Covid-19 issues.
